Strategic Plan

The Strategic Plan developed by the Commissioned Officers Association and PHS Commissioned Officers Foundation for the Advancement of Public Health is provided here in its entirety. All members are encouraged to read this plan and to contact COA Executive Director Jerry Farrell with recommended modifications. While we believe the plan to be comprehensive, we would not claim it to be perfect. Most importantly, we want the plan to be a “living document” – one that is reviewed and updated regularly, and that has the flexibility to change with changing circumstances. At the same time, we hope the plan will keep the Association and Foundation focused on attaining the vision defined herein.

The Strategic Plan introduces a modification to COA’s existing mission statement and a new vision statement. These changes, in effect, will modify the By-Laws of COA and, therefore, require the membership at large to vote approval. This vote was taken during the annual Meeting of the Assembly at the 2003 USPHS Professional Conference in Scottsdale, AZ at the Westin Kierland Resort and Spa.
